The strategic management of the JOSEFIN initiative includes the overall coordination of the project activities, but especially the supervision of the communication to external target groups, the involvement of associated organisations and policy makers, the cooperation with other projects and representation of the JOSEFIN partnership in front of the granting authority and its JTS as well as in front of the European financial institutions in the context of the negotiations on the planned transnational guarantee fund. The Lead Partner IBB is the sole legally responsible partner of the JOSEFIN partnership.

The Lead Partner, responsibile for the WP2, involves external services of a marketing & communication design agency. This ensures an efficient matching of external and internal information and communication activities. JOSEFIN prepares a Communication Plan consisting of general communication strategy, Annex I which contains all planned activities, the milestones and main outputs, and Annex II, that provides indicators for the assessment of the information and communication activities of the project.Besides of the internet-based communication channels, "classical" channels will also be used by JOSEFIN. Media work with multipliers as regional TV stations, newspapers, scientific and trade journals will be done intensively. JOSEFIN organises regional information events following to the launch of the transnational guarantee fund. These events will be organised in national language, targeted to politicians & entrepreneurs from SMEs and the financial sector.All relevant publications & the website will be published in EN, DE, and PL language.

Within the Work Package 3 the concept for the JOSEFIN transnational guarantee fund will be further developed and adjusted to the specific needs of the participating regions.  In continuation, an implementation strategy for the JOSEFIN transnational guarantee fund will be elaborated, taking into account the variety of available financial support tools and products in the participating regions. The additionality of the JOSEFIN transnational guarantee fund in comparison to existing products and European initiatives, e.g. JEREMIE will clearly be specified. The partners involved in WP3 will develop a model framework contract to be applied at the regional respectively national level. Guidelines on terms and conditions for the use of the JOSEFIN fund will be developed. JOSEFIN will not provide finance to the transnational innovation projects of SMEs directly. The innovation projects will use existing financial products provided by commercial banks. But these products will be enhanced by the JOSEFIN transnational guarantee fund. Within WP3, State Aid regulations will be checked and a simplified notification in accordance with the group exemption regulation of the European Union will be conceived for subsidies to SMEs.

WP4: TRANSNATIONAL INNOVATION PROJECTS OF SMEs AND INDIVIDUAL COACHING

In the scope of Workpackage 4, JOSEFIN offers individual coaching to SMEs to secure a professional preparation of the innovation projects and especially of the application for finance. 2-step application procedure is foreseen to prepare SMEs for access to finance. In the 1st stage of application SMEs will submit an outline of the innovation project they want to carry out in transnational co-operation with other SMEs or Research and Technical Development (RTD) performers. The project outline will be screened and evaluated in terms of technical feasibility and general market perspectives by the “technology” partners involved in WP4. They will provide recommendations for approval of project ideas to WP3. In case of approval, the partners of WP4 will provide individual coaching to SMEs, either by use of external experts or own resources. Coaches will support the SMEs in the elaboration of a sound innovation project plan, exploitation plan and business concept. This will form the documents for the 2nd stage of the application, the application for finance. Innovation projects of SMEs will be accompanied and supported in WP4 by general advise on the use of the JOSEFIN guarantee, Q+A support for applicants, screening of applications. WP4 partners will jointly operate a Support & Information Point.

Partners in WP4 have already a wide experience in advisory, coaching and training services to SMEs. The lead partner is operating a Traning & Coaching Centre, for instance. But also other partners gathered already experiences, e.g in the Connect BSR project or the INTERREG III A project ARGE28.

Permanent communication between institutions from different projects including mutual feedback as well as the exchange of experience will be fostered and secured by the JOSEFIN partners throughout the entire period of project implementation. A close linkage between different SME support schemes, synergies and additional economies of scale will be established. Within this workpackage the JOSEFIN partners will foster co-operation with other innovation-focussed projects in the BSR with a purpose to create synergies for joint fostering of innovation. In this regard, special attention will be given to the cooperation with BaSIC (Baltic Sea InnoNet Centres) as the follow-up initiative of the INTERREG III B project BaltMet Inno. Moreover, JOSEFIN will foster the exchange of experience with the partners of the INTERREG III B project CBSR (Connect Baltic Sea Region).To realise the planned cooperation activities of JOSEFIN with other projects, a continuous identification of initiatives for cooperation is planned throughout the project period. In this context, a list of intermediators and contact persons within the partner networks will be set up and maintained by JOSEFIN to secure a permanent and up-to-date communication between the projects.

Within this Workpackage activities will be carried out to ensure a high quality of the JOSEFIN project in all of its parts. In addition to the monitoring within the overall project management, WP6 carries out an evaluation and impact assessment of the projects activities. The evaluation accompanies the whole project duration and aims to support the project partners actively by providing feedback and drawing up of contingency action to ensure that the project goals will be met. Measurable and valuable indicators for success will be concluded with the project partners and will be the measuring staff for the JOSEFIN project. The JOSEFIN project aims to improve access to finance for innovative SMEs. Hurdles within the legal and administrative framework conditions will be identified and recommendations drawn for development or adjustment of regional policies to bring down existing barriers for internationalisation of SMEs business activities. Based on good practice in the predecessor project TEICO-Net, the JOSEFIN project provides a platform for exchange of experiences and joint policy development within “Policy Maker Seminars”.
